That's your answer. Any private or trade seller unwilling to permit a 30-minute independent inspection has something to hide — no legitimate seller refuses. It's free to walk away. You've just avoided a bad purchase.
No — those are separate paid services (HPI, AutoCheck, etc.) that check the vehicle's written-off/finance/stolen status from databases. PAD checks the car's physical and electronic condition. Ideally you do both — they cover different risks.
